Paragraph spacing on Web cut and paste, plain text URL?

Can we get an explanation of why OneNote 2007 loses its spacing paragraphs
when cutting and pasting from Web pages?

I especially have a hard time understanding why this is a problem because if
you choose to convert the cut and paste to plain text, the spacing between
paragraphs is preserved.

Assuming it's a technical reason, is it possible to include the URL in the
paste when converting it to plain text? Currently, you lose the URL, and it
would be handy to have so as to know the source of the information. Other
programs, such as Zoot, manage to capture the URL even with plain text.
