Parsing a subject line of an income email, then checking to see if I have a contact with that info..

I receive some emails that have a persons phone number in the subject It is
the last 10 charaters of the subject.
How can I extract these, and then search in a desired folder for the phone
number?
If found, I would like to have a "pop up" with the info for that person.
