Password Not Saving

Environment:

Outlook 2002
Windows XP Home
POP3 Account

Have looked at the MS KB for help on this and the article
that mentions deleteing the User Subkey from the registry
(HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Protected Storage
System Provider\<user>, the thing is this subkey is not
present, is this normal and if not how do i get it to
appear?
