Password Protect Outlook

Hi,

A few months ago I say someone who had password protected
Outlook. When someone clicked on Outlook a box came up
asking for a password. There is a user in our company
who uses outlook but others also need access to his PC.
We don't want to create a separate log in because it
takes too long to switch over.

Does anyone know how to password protect outlook.
