passwords don't remember

I have some users who are setup with Outlook 2003 to
remember passwords and their usernames. It does work,
however, whenever a someone from a domain password
expires the passwords for POP that are stored get
deleted. It can be reset in the Control Panel and is good
until the next time the domain password expires again.
Any ideas how to fix this?
