Paste Values not available

When I try to paste only values (using paste special) between two excel
sheets this option is not available.
EX: I have spreadsheet A and copy a cell. In spreadsheet B I select "Paste
Special" but the paste special popup lists the types of objects I can paste
instead of the paste options.
If I do this in a single excel file it works fine.
I'm using Office 2003 SP1 and WinXP SP2.
Can anyone please help me?
