Pasteing in a 17 digit number as text

I am trying to paste in a column of ID's that are 17
digits. I want it to paste in as text, yet no matter what
I do it changes the last two digits to zeroes

try formating the target cells as 'Text' before you paste the values

I've copied the data from another software program into
clipboard. When I do a paste or a Paste Special as
unicode text or text it still converts number to a
scientific number and changes last two digits to zeroes.
