Peer to peer passwords for network resources

I have a peer to peer network in my home. I want to
control the access to the shared Internet connection.
Currently, all three have access all of the time, however
I want to control the access by user profile or
password. Example; I have three systems on the network;
I want two of them to be able to access the Internet and
other to only access the internet with the appropriate
password. Is it possible to setup a user profile that
would allow one user to be able to and one user unable
to? If so, where can I find the information on how to set
this up?
