Yes, it is true that this wasn't fixed in 12.1.1. A code change is being
tested and if all goes well you should see this in a future update. I can't
comment on when that update will be.

Antonio, I am having the exact same problem as you, and the only way I found to deal with it until the bug isn't fixed, was to change my international preference to Italiano. This way the date and number format are preserved and the percentage works fine.

Unfortunately, these issues aren't solved on the last update released today... It's hard to understand why, since any of these issues didn't exist before on the product release, so they should be easily solved. Microsoft should consider that most of us, international users, need Excel for work and these things take a lot of productivity.
