Permissions for tasks in workspaces

How to allow a user to create tasks in task list of a project workspace but
deny him to approve or reject it? And how to assign permissions for approval
only for those who are in field "assigned to" with project server 2007? I can
find such feature neither in pwa nor in moss 2007.

This is not something you can do out of the box. I would imagine that you
can accomplish what you want by writing a custom workflow, with code behind
it to enforce the business logic.
