Pfbackup will not install. Says system admin has set preferences against install

I have downloaded pfbackup to back up my Outlook 2003. The Microsoft Personal Folders back up tool does not appear in the add/remove. I am set as an administrator and the error message "The system administrator has set policies to prevent this installation" Any ideas? I have downloaded the 10/31/03 version of the back up tool

Please help.

You should check your policies and see whether no restrictions apply to your
account.
