phone dialer inoperative

I get the following message when attempting to use the
auto dialer:
"AN INTERNAL ERROR OCCURRED IN THE AUTOMATIC PHONE
DIALER. CLOSE THE DIAL PHONE DIALOG BOX, AND THEN OPEN
IT AGAIN."
I ran the Norton Utilities Cleanup, and re-installed
Office Professional Outlook 2000 and Windows XP.
It's still not working. I have a small in-home business
and have a contact list of maybe 900 contacts and rely
very heavily on the auto-dialer.
HELP - I really need this feature to minimize mis-dialing
and optimize my operation and the benefits of OUTLOOK!
