Photo Editor and Office 2003

Currently we use Active Directory to do a managed install of Office 2003 Pro
which works well, our problem is that if we try to do a managed install of
Office XP with only Photo Editor Selected our MST file seems to be ignored
and the whole of Office XP gets installed. Does anyone know a way round this
please?
