pictures apear as a blank frame

In publisher 2003 all pictures and clipart apear as a blank frame. Picture
viewing setting at either detailed or fast have no effect and selecting hide
shows a grey cross as expected. The picture shows fine in graphics manager,
print preview and in other office programs
