Pixelated printing of rotated images - Pub'r 2002

After importing a photo image (jpg file) into Publisher
2002, I have then sized down and rotated the image some
20%.
All looks OK on print preview, but on printing the image
is pixelated and unusable.

Any ideas welcome !!
