Please help with report format

I am using access 97. I have a report that shows client
credentials and courses that he took in each credential.
The main report is filtered by "FileID". The main report
has Credentials Subreport which is grouped by credentials
(Credential 1,2,…). The Credentials subreport has another
subreport that shows the list of courses in each
credential. I have designed the report so that when it
prints the credentials, it prints one after the other i.e.
(No breaking after each credential). The report works
fine, however, with some clients the subreport Credentials
break after the first credential and print the second on a
new page which is not acceptable to my client, since there
can be 1/4 of the page blank. I can not figure out why? I
compared the files that have this problem, which are not
many, with the others that work fine and could not find
any difference as far as data concernce. This is causing
me a big problem! Is there a way to force the report not
to leave a space and print one credential after the other?
