POP account and Organize rules

I have to issues. When I open Outlook and my profile, I have to click on Send /Receive to get my mail to be retrieved, how do I set Outlook to do this automatically without having to initiate the S/R function.

The other issue is, once I get the new mail in my Inbox how do I execute the Organize rules for Junk E-Mail?? It's turned on, however with the above setup, the rules will not execute.
