Pop-up Menu in FP 2002

I am re-designing our website (non profit group) and have a pop-up menu I
created with FWorks.

I then exported the pop-up menu to FrontPage 2002.

I would like to have the pop-up menu under a graphic to be the header for
all the pages in the website.

I would like to have each page linked from the pop-up menu to open under the
pop-up menu.

Can anyone please let me know what is the best way to do this?

The usual approach is to put the banner graphic and menu
in its own page, and then use an Include Page component
to include that on each page.

You could also do this with a top shared border, or in
FP2003 with Dynamic Web Templates.

If you decide to use Include Page components or top
shared borders, don't put anything in the <head> section,
because FrontPage won't replicate that. Put all your
scripts and so forth in the <body> section.
