How do I block these annoying pop-ups?

Is this the "Messenger Service" not to be confused with Windows Messenger,
if so and you are running Windows 2000 or XP then go to Start > Run > type
"services.msc" without the quotes > scroll to Messenger right click on it
and choose Properties > change the Start-up drop down to Disabled and then
click on the Stop button.
