POP3 test message cancelled

Hi,

I am rebuilding Windows XP/Outlook 2003 after a Windows system crash
(painful) and am encountering an unexpected behavior when I set up
POP3 accounts.

As far as I can tell, all ID/pw /server info is accurate. I am
connected to the internet and have http service. When I run "test
message" in the New Account screen, I get an error message that says
"test cancelled" and both the send and receive items say "cancelled".

I'm not sure what's going on. The closest guess I can make is that for
some reason the POP3 port is closed off. Any idea how to fix this or
troubleshoot?

I verified that I can download e-mail from same accounts using another
pOP3 client, which suggests this is indeed an Outlook/Office issue.

Can you try a "send/receive" on the account instead of using "Test Account"?
Unfortunately (don't get me started...) the test account feature does not
use the real send/receive code, and therefore may not accurately indicate
whether the account will work. If nothing else, send/receive is likely to
give you a better error message.

That error code indicates that a component that Outlook needs is not
registered. Did you perhaps uninstall Outlook Express? Outlook uses one of
OE's components in order to do Internet mail. Make sure that OE is
installed. If that doesn't work, try running Help -> Detect and Repair...
in Outlook.
