Go to Help | Check for Updates and make sure you have SP2 for Office 2003
installed.

Was the file in question created in an earlier version? If so make sure that
you have SP2 installed in powerpont 2003. (Help > about powerpoint will tell
you and help > check for updates if its not there)

What is missing? Part of a PPT program file or part of the file you are
trying to open?
