I know at least three types of website background:

1. Solid color - this is the easiest one: Use a color picker tool to find
out the RGB values and set them in PowerPoint using Format - Background -
More colors.

2. Large JPG (or GIF or PNG) picture: Right-click on the picture in a
website area without text or any other objects and choose "Save background",
then insert in PowerPoint using Format - Background - Fill effects -
Graphics.

3. Small tiled graphics: Save background picture and insert it in PowerPoint
using Format - Background - Fill effects - Structure.
