I'm not sure I understand. Do you want some kind of custom numbering?
Ignoring the part about custom bullets, you can just hit the numbering tool
on the toolbar or choose Bullets and Numbering from the Format menu (and
click on the Numbered tab and choose a format for numbering).

In powerpoint you are able to right click on pre-formatted bullet in a
slide--you are then presented with a bullets and numbering box--from which
you may select "customize"--you are then presented many symbols, characters
etc.. from which you can select to have inserted as replacements for the
standard powerpoint bullets. Once I select a new bullet (or symbol) I would
like powerpoint to automatically use this symbol until further notice.

My issue is then further complicated by the fact that I have selected
symbols that are bullets with independant numbers within each symbol. So,
instead of bullet, bullet, bullet on a slide I need to have bullet1, bullet2,
bullet3. My thought was that somewhere in powerpoint Microsoft had template
functionality for numbering so that I could predetirmine my custom bullets
within some framework.

Does this help, or make my issue more confusing ?

Now I understand. You have special bullets that contain numbers but are
not, strictly speaking, numbers. You want to do the perfectly logical
thing, which is to use them like numbers. As far as I know, PowerPoint is
not that smart, but someone else might know a better answer.
