We are ISO 9001 certified and we have to display ISO document footers on
selected documents. How can I put in a footer and have it show through a
picture background? Do I just need to put it in as a text box or is there a
setting I can try?

Click on View, Header and Footer, checkmark the footer option, and enter
your ISO information. If you have inserted your picture as a background then
the footer information will be on top of it. If your just inserting a
picture, then the footer could be behind
