Powerpoint slided with text on left & pictures on right

In Powerpoint I want the slide's picture to come in before bullets. Some of
my slides have the bullets coming in 1st & some 2nd. I can't control which
happens.

This is all done with custom animation. You have a fair amount of control
over what order animations happen. The details all depend on what version
of PowerPoint you are using. Try going to the Slide Show menu and
choosing Custom Animation.
