Prevent PM to overwrite the actual work from Project Pro

Hi,
Is there anyway to prevent PM to overwrite actual work entered by resources
from Project Pro ??

We just implemented the bonus system for all team member based on the actual
work entered by resources.
If total actual-work less than or equal to baseline work, it means there
will be bonus project for all team members.
In this case, all team members will try to decrease their actual work to
achieve the bonus project and PM have the chance to do this cheat to make
his/ team members get the bonus project.

Any help very appreciated.

FYI,
right now PM can overwrite the actual work entered by resources from MS
Project Pro (Collaborate | Re-Publish Assignmets)

You can't take this feature away as there are times in the life of a project
that PMs must update tasks for resources and keep their timesheets in synch
with that. I like the idea behind your bonus system, but the implementation
chosen will encourage the cheater types to cheat. A bonus system based on
participation criteria and not specific task performance might be a better
choice.

Can you descibe more detail with sample about participation criteria in the
bonus system ?
I can't imagine your idea...

I think only the third party should overwrite the actual work entered by
resources, it will prevent any cheater to cheat the actual work values.

any comments ??
