prevent users from enabling autopreview

is there a way to disable this feature this from an
administrative perspective .. using regedit?

I need to do this because users will autopreview their
message, then delete without opening, thus - no "read
reciept" is generated.

I don't think there's a way to force sending a read recipt in any event.

There is a seldom a good technological answer to behavioral problems - if
read receipts are required under written company policy, enforce it.
Otherwise, you can't do much about it. There are tricks to forcing people
to open messages, but there are ways to disable receipts... or spam annoying
coworkers (who request them on every unimportant message) with hundreds or
read and unread receipts.
