Previous MS service pack installation incomplete

I have also encountered this very same issue as 'Mav' did back in the
following question on 2/8/2005. I haven't seen any response to it yet.

Does anyone at Micrsoft have any suggestions on how to resolve this issue?

I'm trying to install MS office 2003 on my lap top PC. I get a message that
terminates the program because a "previous MS service pack was incomplete".
