Printing banners (correction)

Using Publisher 2002 with an HP Desk jet 952C I CAN'T print out a banner on a piece of 8.5"x 44" paper. While both program and printer either suggest or specifically offer this option, in the end, all I am able to do is to print out on a series of letter size sheets and tack them together. What am I missing?

Go to File > Page Setup > Printer and Paper > Properties
Go to Custom page size, specify 8.5" x 44" paper.
Click OK
Now go to the Layout tab, and specify a Full Page page size.
Click OK
Now try printing.
