Probem in Table Properties using 2002

I have tables with pictures that are not filled up, and I can't get the
un-filled space to have a background picture.
The check box for "use background picture" is grayed out on the "Table
Properties Menu" and I can't do anything to correct it.
This is true even if I start a new page with one table.
Any idea what is going on?
