Problem Inserting Rows

I have a "template" with 5 columns. 2 of them contain
constants that never change with the other 2 containing
formulas and one that varies. My goal is for Excel to
automatically fill the constant columns with the desired
values when I insert a row.

I can't seem to figure this one out although I'm sure
it's only a click away.
Thanks in advance for any help.

Take a look at Data / Form and it will automate the whole entry process for you,
including the formulas as long as they are a logical increment.
