Problem inserting zip file

I have a user who is have a problem in Outlook 2002 on an
XP machine. She tries to insert a zip file as an
attachment using the paperclip. When the file location
window comes up, she navigates to the zip file. As she
selects the file, the 'Insert' button changes to 'Open'
consequently not allowing an insert. Any suggestions???
