problem reading the outlook's menus

When activating the outlook, some of the menus appear
as: ??????? ????? and i can't read a thing. i have windows
2000 pro with office 2000 Hebrew version. I've tried
fixing it via the control panel -> regional optios but it
doesn't seem to work. any ideas??
