Problem with _vti_cnf

I am running Windows XP Media Center Edition. I am also running
Microsoft Office 2003 and Microsoft Front Page 2003.
When I go to publish an updated web page (s) to my server I get stopped at
some comment regarding inability to process _vti_cnf I have had this
problem with Front Page 2002, as well. I does not seem to stop the
publishing, but, may be causing some intermittent stops elsewhere.
Any ideas? Thanks

Exact error message: Server error: Cannot create folder "_vti_cnf"
