Problem with cross references

With Word XP, I am using captions for figures and cross references to the
captions for references to figures. The problem is that I am very often
getting the message "Error! reference source not found". I can understand
why this might happen if I move a figure from one place to another but it is
happening all the time without moving figures and it is becoming very
annoying.

How can I prevent this happening?
