Problem with fluid tables

I'm developing a web page using a fluid design. The basic columns I
established in the body seem fine. The confusion comes with the header and
with the tables that I've added. It appears that some of the percentages
I've set in the header and tables change back to pixels. What would cause
the percentages to change back to pixels and can this be prevented?

Don't drag table/cell borders set them manually.
