Problem with importing dbx files

I have just installed outlook 2003 and now I have problems with importing the dbx-files from Outlook express, Every time I try to import I get an error message "It was impossibly to open the e-mail folder If another program is using the file close it down and try again

I have tried to restart the computer and moved the dbx files but nothing seems to wor

First configure the dbx-files with Outlook Express and then from within
Outlook Express export to Outlook.
