Problems with emails in Publisher 2007

Hello,
I'm having major issues trying to publish an email newletter. I will create
the email, have everything lined up and looking exactly the way that I want,
then when I email preview it there is big gaps in between the articles. Even
if I have the design checker having no faults I'm still getting random gaps
in my email. I've tried putting everything on the Master Page, I've tried
using a brand new file as opposed to a template, I've tried ungrouping or
grouping everything. Nothing seems to get rid of the gaps. I've even had the
preview come out perfect but when I email it I get big gaps in the articles.
How do I fix this extremely aggravating problem? Is it something I'm doing
that's not right? I can't figure out what I'm doing wrong? Any suggestions,
help, or direction would be greatly appreciated. I'm using Publisher 2007,
Outlook 2007, and Vista.

Convert it to a .pdf and send it as an attachment.

don't use master pages for html...but that may not be your only problem
