problems with message to send via Outlook

Hello,
I can not send any e-mail via Outlook - there is an errror 0x800ccc0e.

I switched off firewall and antivirus program and there was no change..
I had also called to my local admin but he said I had open port number
25 and there is no technical problem on their side.

Can anybody help me?
