Problems with Outlook 2003, Windows Vista, and Yahoo

I have a Yahoo Plus email account that worked fine until I upgrated to a new
PC with windows Vista. Now I can only receive emails, and even then every
time I do a send/receive, it asks for my password. I've been over the
settings a dozen times, and everything seems correct, but I just can not get
outlook to successfully send an email. Any thoughts?
