Problems with watermark

I want to be able to fill out a form on Microsoft Word. I
scanned the form, then imported it as a watermark. My
hope was that I could use the "forms" tools to insert text
boxes, etc. The standard form would appear, and the
inputted text would be superimposed on it.

I followed the directions in the help menu for creating a
watermark. This involved importing the scanned form into
the document header -- so far so good. The problem is
that the document text is not superimposed on the header -
rather, it's inserted below the header. This means that I
cannot place the form fields (or anything else) on top of
the scanned form.

Any ideas?

Anchor the watermark to the header paragraph and set the wrapping to Behind
Text.
