Production vs Development environments

Does anyone maintain both a development/test and production environment for
project server? If so, is there an easy mechanism to move changes from
development into production?

Any thoughts would be greatly appreciated!

Sarah i find it very strange that one would need a development environment
and a production environment for project server for one who is not in
microsoft and not involved in the development of the project server code.

Can you please describe the objectives of having a production and
development environments for project server.
