Programming a tool or daemon for reboot.

Hello,

I would like to create a deamon or a process to check if another process is
started. If the process is not started then the process I would like to
create, reboot the workstation automatically. But it's very important the the
process I would to create must first chec that there's no activity before he
reboot the workstation.

The daemon or process must be programmed in a NT4 envirremont.

PS: I'm not a programmer , just a PC-technician ...
