Project 2003 Delegation does not forward

Hi,

I have a problem with Server 2003. The Team Leads have the option to
delegate, but once they select tasks and choose to delegate them, those tasks
are not forwarded to the delegated Team Members, nor do the Project
Manager(s) receive anything.

What could the issue be?

PS... It fails at exactly where it should pop up with a message saying that
messages have been sent to the PM and delegated Team Member. No message
appears and nothing appears to happen. No delegation icons appear, because
nothing actually gets delegated... Anyone have any ideas on what the cause of
this might be?
