Project 2003 - reformatting summary tasks, tasks, & subtasks

I've tried everything to make all the tasks go back to regular tasks with no
links or outlining.

I've followed all the help instructions. I've grabbed the task name by the
first letter with the double headed arrow cursor. The task just springs
right back - it doesn't stay where I try to put it. I've tried using the
"unlink" button beforehand. I've tried doing all the subtasks first then
working upwards in the hierarchy, and I've tried it the other way around.
I've also tried doing all of them at once.

Nothing works.... Any suggestions?

Have you installed SP-1 for Project 2003?
The problem with "outdenting" tasks was a bug and was fixed in a hot fix
that was later included with SP-1. See the following KB article:
