I am getting the following error message when "Checking
In" the Enterprise Resource Pool for the first time after
adding resources:- User will become an enterprise resource.

The users in question have Admin priviliges for Project
Server.

How can I get around this?

Anyone you add to the Enterprise Resource pool becomes and enterprise
resource. That's what the resource pool is - a collection of resources. If
you want to create a user only, who is not available to work on projects and
will never be assigned to a project, you can create accounts for these
people through Admin > Manage Users and Groups > Users in Project Web
Access.

No, the permissions you set has nothing to do with resource pool membership.
They will get added to the team member group by the system, but this should
have no impact unless you've changed the Team Member group permissions with
the use of the "deny" state. If so, you can simply remove the Team Member
group after adding them to the pool.
