If you have either admin rights or resource manager
rights, you can open the enterprise resource pool in
Project Professional, (tools/enterprise options/open
enterprise resource pool) check the box next to each
resource you want to inactivate, and click the Open/Add
button. This will load each of the resources you have
marked into a table for editing.

You can then either edit each resource individually by
double-clicking to open the resource information box, or
you can insert a column in the table and choose
the "Inactive" variable from the drop down list. This
allows you to do a mass edit to convert every resource
to "Yes".

(Sometimes, I have added another column, such as "Text1"
to do my mass edit, and copied it over the Inactive column
once I was sure the changes were correct.)

When you have everything set the way you want, saving and
closing the table will update the enterprise resource pool.

One other option for resources such as rooms or equipment
that you want to be able to include in the project
schedule is to pretend they are roles, and set them as
generic. This will also free up a license.
