Project will only start in Safe Mode

We are running Project 2003, SP2. I have a user with a new laptop (it's about
2 weeks old). We installed Project 2003 on her machine, and the application
will only start in Safe mode. We've tried to uninstall/reinstall, check for
repairs, etc. but none of that has worked. Is there anything else we can try
or that we should look for?
