Prompt for 'no subject', Outlook 2007

How can I get Outlook 2007 to prompt me to fill in the subject line of
an email?

I have Googled and have only come across the tip that involves writing
a macro. That is not satisfactory as the macro is not saved when
Outlook is closed.

There is no option, (btw. AFAIK in all outlook versions), if you really
forget very often the subject, maybe the following could be a
workaround:
1) create a new email-account with wrong settings
2) define this account as "default"
3) If you now send an email the email "hangs" in the outbox, this
should remind you to enter a subject and slect the correct account.

I know, this idea sucks, but I found no other way without VBA.
(Maybe some other users knows a better trick ;) )

I am not an expert in Outlook macros, but I think macros are stored
across sesions.
