Protect Document option not available in Word

We use forms in Word. As soon as the form is ready, developers protect it
with a password (Tools/Protect document). On some documents the cannot do it
anymore, all protection options are greyed out.
It's not a permissions issue, since admins have the same problem.
If the whole content of the affected document is copied to a new one, the
problem is gone in the new document.
We've got Office 2003 on Windows 2003 Server Ent. (Terminal services) with
all latest hotfixes. Opening the affected documents on a newly installed XP
machine doesn't solve anything.
Any ideas?
